The difference is that cost of living is different in Japan and because someone fucked up the market way back when unlike for American animators. It's difficult to repair because there's not enough money being driven into the market yet as evident by few anime being internationally popular.

For animators gesture is way more important than anatomy when it comes to figure drawing. I doubt those artists in talk aren't capable of precise proportions and a solid understanding of motion and form, else they wouldn't sustain in their field.
He probably means they aren't good at realistic rendering and anatomical knowledge. Those are secondary skills for an animator.

I'm struggling trying to identify colors.
I'm trying to draw and color wood but is hard to tell what exact colors to apply, and I just don't get quite the tone that it is.
Is there any kind of grinding exercises that makes this easier?

Gotta say this. To shade, you need to visualize the 3D form of whatever you're drawing, even if it's heavily stylized. This is a crucial skill for an artist.

I'm learning how to speedpaint landscapes with mountains/rocks.
I use that 4 "rock" brushes that are in nearly each concept art brush set.
I try to imagine the rocks as 3-dimensional objects, imagine where the shadows should be, but still i got something like this and the felling I'm missing something.
Can anyone suggest good tutorial for painting mountains, maybe better brush or anything that would help me?

About those values, what should be changed (other than desaturation), how can you learn to pick good one (I try to not use eydropper tool and only look at reference pictures)
What is the best order for learning shit? Everyone says different things and I am really confused. Do I have to learn perspective before anatomy? Is figure drawing really the first thing to learn? etc. etc.
It's pretty vague and I don't want to waste time with learning one thing if it needs some knowledge about other stuff I don't even know about.

The problem is there is no single clear-set path because everything relates to everything else. If you are doing a painting and mess up the cheek, is it a problem of painting? drawing? of value? of anatomy? It's a bit of all of the above since the wrong value changes the structure.
A rough general idea of complexity though would start go:
-copying 2d shapes accurately
-copying 2d tones accurately
-some understanding of the forms being drawn while copying 2d shapes and tones
-constructing forms and thinking in 3 dimensions
-understanding perspective
-understanding how values change as form changes
-understanding colour
Of course there are a million other aspects tied in with all that, like gesture, storytelling, composition, personal style etc.
Basically don't worry too much about it and don't just stick to one thing, you can move about since everything is related. the more you improve at anatomy the better your gesture will get, and the better your gesture gets the better your anatomical long pose drawings will get too.
