as to your question, you can use paint, colored pencils, pastels, or whatever else floats your boat for colors. you'll probably want to focus on the drawing aspects first before moving to color, but that's just my 2 cents

It's CG. most likely.
If you want to achieve similar style, marker is good choice to start with. You can somehow do that with colored pencil but It will pain in the ass.

I'm practicing just base drawing as it is, before I do anything else or sink any money into it. I want to try digital, drawing with a tablet, but again, not going to chuck out cash for that until I'm sure I can produce something worthwhile on paper.

I don't know if it's releated to art, but what I like to do while procrastinating is making doodles on my sketchbook, just small weird figures that I don't really think too much over, it might not be good looking but I'm improving my art skills anyway.
If it's not art releated just start having ONE good habit, or start killing ONE bad habit, rome wasn't built in one day so just focus on one problem at a time and you will get out of it in no time.

This. Unfortunately the program, as great as it is to sketch in, just isn't that great compared to other programs out there. I reccommend krita, it's free. I love it but takes a bit to figure out how to adjust the tools (or it did for me because i'm retarded)

I made a thread about this a couple weeks ago and did not get a solid answer, and I can't seem to find one using Google either.
I've been oil painting for years but I've just been using the paint straight out of the tube. Then my friend suggested I start looking into mediums, but it's way too much to try and wrap my head around. There are so many different kinds, and even when I find websites explaining what they do I can't find one solid answer on how to use them.
What do oil painters here typically use as mediums? I would like something that could speed up drying time. I just have no idea how much medium I'm actually supposed to use, what kind to use, etc. Like how much of my chosen medium do I use in conjunction with the paint from the tube? Is it a 50/50 mix?
