All video cards are intrinsically "gimped" in the sense that they use the cheapest parts possible while calculated to last just long enough past the 3 year warranty. Usually a capacitor will start leaking or a mosfet will be shorted.

Pick a processor and gpu, then get a mobo that can support them and has good reviews, get the correct format of ram at a speed your motherboard supports and then get any quality HDD with a smaller SSD for the OS
For cases, get whatever has space, good management for cables and whatever you like the looks of.
