Can anyone explain how linux's cp command works? Just now I was copying a large set of files to a USB3 drive formatted to exFat, and the displayed transfered speed was something like 6 MB/s. However, at one point I alt-tabbed back to the progress window and saw a warning of something like

I chose to skip, and then suddenly the transfer speed jumped up to 50 MB/s for a while before returning back to 6 MB/s.

It does not keep writing. Since CP halted, that gave the buffers/bus a chance to catch up. Anything that is written anywhere basically just goes through a bunch of cache hierachies. The program performing the write (cp) has a cache in its own process, the operating system has (at least one) caches at the filesystem-level (maybe more), then the harddisk has internal caches, etc.
Pushing to the closest cache (the one in the process) is basically instant, then the next one is slower (have to cross userspace<->kernel-space boundary) then the next one is slower still (maybe the next one is an os<->filesystem driver boundary) then the next one is slower still (maybe the next one is a ram <-> usb host device boundary then there may be the USB bus in the way (another slow-down), then there might be another one internally in the USB-stick, after which the final step is the actual silicone.
So as a result your writes start out extremely fast until the first cache is filled, and from there on slowly degrade until all caches are full, at which point you are writing at the actual speed that the entire system can support, end-to-end, from your process all the way to the silicone of your NAND flash or whatever. Once you halt the writing, you give all of these caches an opportunity to drain and catch up.
And of course you are probably also reading the data from somewhere, which might also play into it. There will be another hierachy of caches involved there (but I suspect in this case that that's not gonna be the bottleneck, e.g. if you're copying from an SSD to usb)
Why aren't you using FreeBSD? It has far better gaming performance than Linux and isn't made by SJWs/GNUmales
