How efficient is it compared to aircooling? Is it safe? Is it expensive? Why is it so niche?
I don't want my new workstation to look like a pile of garbage but unfortunately that's how it is with tower coolers.

Well, dont buy a ugly tower cooler then. If you don't plan on overclocking there really isn't any benefit in watercooling for most people. More of a pain really.

You can get much lower temps with water, especially with custom setups, but as I said pretty much useless unless you oc.

Custom water setups is expensive, all in one systems are reasonable. It is niche because of the price and most people dont overclock anyway.
It does look better than air setups as you pointed out tho, if you spend some time and money on it.
Tldr;
If you dont plan to overclock and dont want to spend a big chunk on just looks, its not worth it.
What the water does is it moves the big heatsinks from right next to the components to somewhere else. It is very effective at taking heat and dumping it somewhere else.
The advantage being that you can have radiators that would otherwise not fit in the location that the component is in.

In the late-70's/early-80's, computer fans would build their own modems to connect to early online networks. They'd solder up a circuit board to specification (perhaps making some tweaks of their own to a pre-existing guide or diagram), and load in their own software to run the thing.

Just read Sheldon Axler's Precalc book and Concrete Math afterwards. Some more math books here https://functionalcs.github.io/curriculum/ undergrad math actually isn't that difficult to learn, it just takes practice like playing the drums.
When you first play the drums you have no idea how anybody can keep time with their feet and hands. Then one day, after a ton of practice it just 'clicks' and you can do it effortlessly. Undergrad math is the same way, you continue to do problem after problem until eventually you just learn how to solve problems and you get it.

Because of this, if someone want to run something on his work computer, and it's available in local install form only, he will likely give up rather than go through the ordeal of convincing the IT he really needs it and it doesn't contain malware or other security/management risks.

If you are concerned about your privacy, maybe you've researched about what offers you (and what they take from you) each mobile OS. As I'm no hacker and have no access to Apple's, Google's or Microsoft's servers, all I can do is read about what they say they do.
Google's would be the most invasive of the three. They provide a lot of services for free because their main business is to sell information to their advertisers
Apple's approach is to take as little information as they can (as they say), but some CIA backdoors and iCloud breaches have been shown in the news and wikileaks report.
Microsoft does not support encryption of the device and with all the spying stuff they installed with the express installation of windows 10, I have not read much more about them.
It's a shame that Mozilla OS is discontinued.

if you upgrade your monitor, you might not have a gpu that can take full advantage.
and cpu's might not show much improvement depending on how old your current cpu is.
