IT disabling local install privileges because they just had it up to here retards installing spywares and come crying to IT to get it fixed.
Because of this, if someone want to run something on his work computer, and it's available in local install form only, he will likely give up rather than go through the ordeal of convincing the IT he really needs it and it doesn't contain malware or other security/management risks.
if you can't install it, it's not important and your users don't need it anyway
Discord is a great example of this. Tons of people I support run discord on their computers via the web app. I am sure management doesn't like it but they never told me or my boss to do something about it.
It cuts both ways too because service now is a webapp.
