NVMe SSDs aren't for a faster OS boot, they're for productivity/scratch disk/VMs. NVMe and M.2 are not the same thing, M.2 is a form factor.
The Ryzen lineup comes with surprisingly good stock coolers. consider using them over any <$30 cooler.

I have a 32-bit dual core Pentium from 2008 with some kind of onboard garbage graphics and 2GB of RAM to piss about with, which flavor Linux should I throw on it?
Some background:
- It won't have an always on internet connection because of the layout of my house, so anything that's hungry for updates is bad
- I'm not a Linux veteran by any means but I know basic stuff and I know my PC shit in general
- I want to use it partly to learn how to Linux but also for documents and possibly occasional light development

Debian (stable) only gets security updates from time to time, and it's also a fairly friendly distro (Ubuntu, the face of "noob" Linux is based on it).
If it's a really weak machine, I'd say pick Xfce as your desktop environment. There are other lightweight environments, but I haven't tried them.
