This is the Chengdu JF-17, a fighter jet developed jointly by Pakistan and China. Unlike other modern jets which use the Ada programming language, the avionics and software of the JF-17 are written in C++.

I don't know about programming languages, how bad of a choice is C++ for something as serious as the software that keeps a jet fighter in the air and combat capable?

Always consider an SSD. Try buying a large SSD for what you'd pay for your SSD+HDD combined, and add a HDD later
NVMe SSDs aren't for a faster OS boot, they're for productivity/scratch disk/VMs. NVMe and M.2 are not the same thing, M.2 is a form factor.
The Ryzen lineup comes with surprisingly good stock coolers. consider using them over any <$30 cooler.
Buying used is perfectly fine for budgets (PSU excluded)

I have a 32-bit dual core Pentium from 2008 with some kind of onboard garbage graphics and 2GB of RAM to piss about with, which flavor Linux should I throw on it?

Some background:

- It won't have an always on internet connection because of the layout of my house, so anything that's hungry for updates is bad
- I'm not a Linux veteran by any means but I know basic stuff and I know my PC shit in general
- I want to use it partly to learn how to Linux but also for documents and possibly occasional light development
