“First. Some background,” you announce. “Most naval combat in the modern era revolves around the long-range guided missile, both for offense and defense. Aircraft are still very important, of course, but they also use missiles as their primary munition.”

“Long-range?” Hamp asks.

“Yeah. The longest ones can go upwards of a thousand miles.”

Hamp blinks. “Fukkin how?”

You tap the smartphone and bring up a picture onto the projector. “Behold. This was the first missile the Navy started working on immediately after the war - specifically for anti-aircraft defense. It was named the Talos missile.” You tap the screen again. “And here's a model of it, showing a crewman for scale. Notice anything?”

“It's fucking huge?” Hamp says drolly.

“It's the size of a plane!” Akagi exclaims.

“Precisely,” you say, nodding at Akagi. “It IS the size of a plane. This one was designed for anti-aircraft work, so it was built for shorter-ranged speed, but the long-range ones use modified versions of aircraft engines and actually have thin, spring-loaded wings - they're basically aircraft with computer guidance instead of a pilot.”

The others are familiar with this much at least, but Hamp is all ears. “Are they remotely controlled? Like radio-control planes?”

“The first ones were, actually,” you say. “You know the Zed Baker thing the carriers had to guide planes back home?”

“Yeah.”

“Later they refined that technique as a landing aid; same idea for much shorter ranges. An instrument that'd tell you what side of a very narrow radio beam you were on, it'd guide pilots right onto the runway. They used it in reverse for this missile; its equipment was calibrated to keep it riding the beam as it flew outward. Once it got close, it had its own radar receiver - just an antenna dish, really - and it'd home in on the energy it reflected from the mother ship's radar.”

4e isn't mainstream enough anymore to be level 0.
Maybe it was before 5e came out, but now "D&D" is 3.PF or 5e

The point is level 0 is stuff that the common casual would start with. And since 4e has a (no matter if you think it is deserved or not) bad reputation among the D&D crowd, and is no longer being pushed by wizards.

If someone just wants to see what these "are pee gees" things are all about and goes to the store and buys "D&D" they aren't buying 4e.

I'd pitch an idea of some of the tiers, but I really don't know/play that many /tg/ games besides the more common/popular stuff like WH40K and D&D

If I had to try but not get a complete list it might look something like this

Tier 0: Chutes and ladders, Monopoly, other less engaging household known board games, AoS, D&D 4e, Munchkin

Tier 1: WH40K, WHFB, D&D 5e, D&D 3.5, Shadowrun

Tier 2: D&D 2e, Call of Cthulhu

Tier 3: Older editions of WH40K and WHFB, more traditional wargames

Tier 4: Chainmail, Original D&D

Tier 5: ???

Tier 6: FATAL

Have you tried giving each player a solo game to glimpse into their character, then finding a common area for all of them to converge in (to begin the shared session)?

Not enough information, OP. Tell us about your PCs; they're what a character driven campaign is...well, driven by.

Thats the thing, I wanted to present multiple basic ideas to my players to see if they like any of them, then have them build PC's around that.

Or do you think it would be better to work the other way around?

Magic as a practice is basically hyper-physics. You draw a diagram with a bunch of funny symbols and shit actually happens. Traditional "wizard with spell-slot" magic just involves drawing the diagram mentally. Thus far, my players have found it detailed enough without actually requiring an in-depth explanation.

Magic itself as a force is a lot like radiation. One of the PCs is actually suffering from light Arcane Poisoning.

See, I was a convention in France (Yup, I'm french, get used to it, and to my constant grammar mistake for which I apologize in advance) called the «Utopiales», and sometimes there are some peeps gming quick games there. That is where Ishmael Liskraft was born.
He was a pre-made character, and pretty much what you'd expect from a hive-worlder scum with 600 xp: Paranoïd trigger-happy bag of lies. I played him as a comissar wannabe with the stiffest upper lip you'd ever seen, and when confronted about anything he'd say «you'd don't know what I've been through, I've been done ARMAGEDDON! And I'd still be over there fighting if the Emperor didn't need me here.»
A nice guy, all in all.
Our team was him, Xandra (a sexy Imperial Assassin) and Mir (A sexy feral worlder guardsman).
Anyway the GM has us wake up in our chambers on the «Altum Videtur» (Yes, that name sounded better and smarter in his head), our Inquisitor's ship. The bosun calls us, we go, we bow, he explains.

«Ice planet no longer sends Prometheum and doesn't answer astropathic calls. It's been two years. You go down, meet Lord Comissar Sorcha who is in charge and see what's up»

We were making history: an administratum problem was being taken care of after only two years of dysfunctionnement.

Now, let's take a first pause. See, at that point, I wasn't new to warhammer, but I sure as hell was new to DH, so I had no idea what I could ask our boss in terms of stuff. The DM expected us to know everything about stuff like micro-beads when our knowledge of 40k was «Technology is a long forgot dream bro», and that would have saved us a lot of time, and he didn't think for one second that would have been something that our Inquisitor kinda gives us, because, you know, we kinda need it for our mission and apparently he already likes us since he takes the tme to meet us personall, but let's not get carried away.

We eat at the cantina (there was some trouble there but I'll tell that story later if you're interested), then the armory, then the dropships, and off we go.

After our landing in the middle of nowhere, a chimera comes to see us, imperial guardsmen in cadian uniform with snow cammo led by a blonde comissar (who happended to be the Lord comissar Sorcha we were looking for) with a face too pretty for the job.
The NPC hadn't even spoke a word and the party had already six ideas on how to kill her.
Anyway, we explain why we're here and she goes «Oh the prometheum? Yeaaaaaaah riiiiiiiight, thaaaaaat, well of couuuuuuuuurse!»
Nothing suspicious here, nope, not at all.
She then brings us to the base.
I'd say it was in poor conditions, but I'd get blammed for critisizing fine Imperial management.
Anyway, she leaves us at the base, apparently having some stuff to do with an officer, so we're left to sniff around the camp.
We try to do so without rising any suspicions and actually seem to succeed, the guardsmen seem to be tired of rotting in this snow-covered hellhole. There was a squad whipping a guy in public on the side of the camp, apparently he had stole some rations, so we spat on him and left, again to avoid bringing too much attention.

Then comes the time of our meeting with Sorcha, the comissar I mentioned earlier, we get to her buiding and enter and-
