I'm new to photography and I'm trying to suss the difference between these photos
Would I be right in saying that the first one was taken at dawn with a wide angle lens, nd filter and a longish exposure time and the other was taken with a normal lens in the afternoon?
Would the second one widely be considered a bad photo?

I think they are both cool shots, although I prefer the first for creativity. I think the second might have been taken with a telephoto, looks a bit flatter.

The first shot looks more like a standard focal length, something like a 35mm or 50mm. Not sure about the ND filter as it's not easy to tell really, this result can definitely be produced without one. As for the exposure length, it's probably 10+ seconds.
The second image looks like it was shot with a tele, just after midday or something.

Reason Im asking this is because I randomly came here as part of my explore every board mission. Then I see people posting pictures that make no sense. They seem like random every day shots in hope that one might be good, when in reality they all are just strange. There are some like pic related (sorry for stealing it, just looked cool) that I get. Most people would never see it, its worth sharing. Its interesting and I spent half a minute exploring the image before moving on. Thats something worth sharing. Hell, I wouldnt mind someone taking pictures of a sewer. That would be worth spending time looking at. A stroll around a city with random photos, however, is not.
TLDR: What do you think while taking photos on a stroll that makes you take some but not others.

This is partially because photography is much harder than most people realise. Its hard to take a good photo without practice, experience and a good understanding of photography. These people who take "pictures that make no sense" are still learning. Many people on this board are still learning the basics.
A photo like the one in your opening post would take a lot of effort and planing to create. You need a good understanding of composition and technical things like exposure settings, aperture and post production. Use of a tripod, ND filters. These are all things you need to learn about, and its unlikely you will just figure them out without direct instruction. Then making the effort to drive out to a location like this as very few people live in a place this interesting.
Another aspect is that you might not be as artistically inclined as people here. Some of the pictures that appeal to people here might not appeal to you if don't have an analytical interest in art.
I like geometry in pictures, so I'm naturally drawn to architectural photography. Specifically, isolated details and textures. This shot from Ming Thein is a good example.

are megapixels on cameras supposed to make a difference? I mean the resolutions on pictures are so damn big you'd assume they don't but most people seem to assume that moar MP = better camera.

Yeah, to an extent they totally do make a difference. The more pixels you have, the more detail you have to work with (at least until you run out of resolution). Of course, bigger pixels have significant advantages too.

Mostly though, it's just marketing and an easy metric to make improvements to for the engineers, in a part of the camera that consumers understand. Most people don't get color depth, or dynamic range, and wouldn't notice the difference in daily usage even if they did.

It's not "interesting" in any way, but it's an inexpensive capable camera for low end stuff like what you're asking from it. So long as you stick to modern lenses, you won't regret it for a while, most likely.
If you get into action stuff, or manual focus, you'll be disappointed, but most people don't.

4chan has a 5mb file size limit, that's why. Also we don't need to load your fuckhuge picture to tell you that it's not a good picture. 1000 to 1500 px on the longest edge is good enough to get a good feel for the picture without having a massive file.
Now onto your problem: your issue comes from the autofocus speed of your body. Lower end DSLRs tend to lack in the autofocus speed area, this is usually not a problem for most people.
What you can do: Shell out for a professional tier body and fast lenses, or zone focus. By this I mean set your lens to manual focus, use the focus ring so that the area you think your dog will be in is in focus, set your aperture to f8 or higher so that the area in focus is larger and you have a higher margin for error. Watch your dog run and when he enters into your focused zone snap the picture (press the button all the way down in one motion since you won't be using AF). This is the way people photographed sport back when autofocus did not exist, and is still how anyone worth their salt does street photography.
