Literally radios, field phones, and modern IT gadgets with specialized software. All usually encrypted one way or another.
You use codes and keep messages short to avoid being detected and traced by the enemy.
The tech is pretty much the same these days on both civvie and military sides. Especially naval and flight services NEED to have shared frequencies and standards.
You can get a good enough walkie talkie for <50 bucks, and good enough rookie radio for ~100-150 bucks. Headsets can be gained for a mere McMeal prices.

Militias use whatever they have access to. CB is the /b/ of the airwaves so take it as is.
Shortwave is widely available, depending on what band and period of the sun-cycle/time of day, ranges can be only a few miles or thousands of miles.
Crypto/Encrypted systems are restricted in use and sales to LEO and Military, using by anyone outside of those without explicit permission will risk legal trouble. Nothing particularly stopping you from using pen-and-paper cryptography though.
You can have a basic-bitch comm set with a Baofeng paired with a PTT + extension cable and a $40 pair of Howard Leights.
