As usual this thread is for the discussion and pics of tracked and wheeled AFVs of all kinds from MBTs to supertanks to self propelled AA guns. Please keep it civil and cite sources for statistics.

The procurement and design of the M247 Sergeant York SPAAG was nothing less than a fiasco for the US Armed Forces, and a stain on the reputation of the Department of Defense and its ability to be trusted with the substantial arms build-up of the late '70s continuing throughout the '80s. By 1985, a grand total of 34% of the DoD budget was firmly earmarked for procurement - an outcome that stemmed from a combination of both modernising consensus and Cold War pressures. Although there are myriad examples of procurement failures with large cost overruns, the problems afflicting the York project were of an entirely different order of magnitude. How could such a self-evident and fundamental demand in terms of military hardware - a radar SPAAG to support ground troops in the vein of the contemporary Shilka or Gepard - culminate in such a scandal of profligate proportions? For that question to be answered, the focus must not solely be on the practical aspects of engineering a design and its manufacture, but also the Byzantine strictures and protocols that characterised the bureaucracy of arms acquisition during the York's development. The idea was not at fault - but the means to actualise it, from the corporate involvement of manufacturers, to the unique acquisition strategy proposed by the programme managers, were all in some capacity flawed, and detrimental to the York's realisation as the next step in air defense for the United States.

> The Origins
The ZSU-23-4 made waves around the military world when it made its debut in 1965, and the United States was one especially keen observer of the nascent Soviet foray into a technologically advanced radar SPAAG. However, it was not until the Arab-Israeli conflict of 1973 that the real capabilities of the weapon crystallised in the minds of Washington. The Shilka had proved itself formidably against low-flying high-performance aircraft, and looked set to be a continuing presence in Soviet tactics. Naturally, the US' deficiency in this weapon category was seen as unacceptable, particularly as the only contender was the 15 year old 20 mm Vulcan. Lacking combat efficiency against both fixed and rotary wing aircraft, and unable to keep up with the latest M1 MBTs and M2 IFVs on its fielded platforms. In addition to the Arab-Israeli experience, the US' war in Vietnam suggested that guns had a more active role than missiles in the interception of aircraft - if the Atlantic Monthly was to be believed, 91% of the high performance jets lost over Vietnam fell prey to AA guns. In any case, the project was initiated in 1977, complete with a bold new acquisition strategy. Rather than the 10-15 year R&D period customary to most DoD projects, the timeline was slimmed to 7 years. Through a 29 month period, two contractors, in this case General Dynamics and Ford Aerospace, would be tasked with creating two prototypes for testing, incorporating flexible performance and cost margins, all with minimal government involvement. In 1980, the prototypes were brought to Fort Bliss, Texas for their first shoot-off.

The original development specifications were a reaction time of 8 seconds to acquire a target, a maximum range of no less than 4000 m, the commonly perceived benchmark for standoff target ranges and a gun capable of being rotated 180 degrees the opposite direction. In addition, the requirements of being durable enough for activity in a heavy division, and being able to function in all weather and day or night environments formed the crux of the new SPAAG. The environmental requirements were the manifestation of a military desire to counter the hypothetical threat of an enemy attack on armour, launched via rotary or fixed wing aircraft, with missile weaponry even in typically operationally unfriendly weather. Nevertheless, this added to the technological complexity of the SPAAG in question. The first shoot-off in Texas led to Ford being declared the winner, but not without much controversy. The General Dynamics prototype had hit over double the targets of the Ford model, while also sporting the NATO interoperable 35 mm. Some in the Pentagon suggested political reasons for such an outcome, as GD had been angling to resolve its spat with the Navy over Trident submarines, and at the same time look to acquire Chrysler's MBT production plant - GD's failure in the competition then, indicated a necessary fall for GD to succeed in these other areas, while allowing the US Government an opportunity to relieve Ford Aerospace's parent motor company in a time of financial strife.

Whatever the reasons behind the competition outcome, Ford was then awarded a $1.725 billion USD ceiling fixed price incentive contract. It demanded Ford complete all engineering requirements and make ready options for the manufacture of 50, 96 and 130 vehicles, to be exercised by the DoD beginning in May 1982, expected to culminate in 618 systems total. Confidence was high in the affordability of the SPAAG, as it made use of existing components such as the cheap and plentiful M48A5 tank chassis, the ubiquitous 40 mm Bofors and radars from the F-16 jet aircraft, all proven equipment in their own right. As such, logistical integration considerations were postponed until the conclusion of the production contract. Three buffers to production risk - in the flexible production options required, the mandating of 12 strict requirements alongside 43 optional requirements which could be flexibly discarded for cost and practicality and warranty provisions for the contractor's repairing of any deficiencies - were seen as more than adequate barriers to any future issues. This did, however, lead to a regimen of limited testing in favour of quick engineering and production, with fixes retrofitted under the warranty clause; ultimately, this would be one of the key reasons for the York's deplorable issues.

So, with news articles (Washington post) today stating that the presidential inauguration will involve a flypast of 20 jets, there is also news coming out that the new administration requested that there be a parade of military hardware - not just servicemen, but tanks, APCs, and missile carriers - a request rejected by the Pentagon citing both "the perception" of such a parade, and the fact tanks could damage the road.

I'm rather curious to know what people think of the idea of military parades rolling past the White House, Tanks, troops marching, bombers and jets passing overhead, at a parade in the US.

What is your perception of that?

(Note that I have not used the "T" word - while the news articles may be regarding the President-elect's inauguration, in a (probably vain) attempt to keep /pol/ out of this, lets assume that its a proposal for the 46th president, whoever that might be, whichever political party. I'm interested to read what people think of the idea of a parade, not the government, though I fear it'll end up as an argument about him soon enough...)
