I'm fairly certain Germany would have only integrated these cultures into the Reich. Sort of like how Czechs were considered citizens of the Reich. The Scandinavians, Dutch, and Baltics would have most likely be integrated: their culture preserved but their nationality German. Sort of like a centralised HRE.

Regarding Poland and the Slavs, they would have been given their own states and be puppeted. The Polish State would form out of General Government territory and the Russians and other Slavs would occupy Reichskommisariat Moscow.

NATO isn't meant for doing international intervention. To put it simply, NATO is an agreement that says "let's work together, train together, and when the filthy reds come we fuck them up together", and was designed as an assurance to the European nations that the yankees had their back.

Even nowadays it isn't used like that. Most foreign interventions that are sometimes referred to as NATO interventions (afghanistan, Lybia) are simply wars with the different NATO countries allied to each other, but these conflicts are separate from the treaty.
