Whmcs is the most mature and flexible solution that does so much out of box. That being said I hate it in all other possible ways. See if Bless fits your needs or could be easily scripted to.

Aren't these just general dictionary software that can use dictionary files? I have used goldendict before, it's pretty based.
If you really mean "open source dictionary" the closest is Wiktionary, which is quite good too.
