is the u2515 the best panel you can get below 400 $ for office werk?

I got two of the asus models (same panel as the Dell U2515H) last year for $265 a piece. Certainly the best panel for that price at the time.

I have several small clips of video/audio that I need to upload from my phone to my computer, but I'm not sure which program to use. I need to be able to "crop" them and then string them together to create a finished product that is about 5 minutes long. Don't need to edit anything in, just need to cut the ends off sometimes.
My computer runs on Windows 10. I would prefer it if the program is free and somewhat easy to use, because, though I'm good with computers, I've never had a reason to make a video before.
Would you recommend any programs?

The slowness Is probably caused by the right side cup/cone bearings,maybe even the big ball retainer.
If you can get the spare parts I would suggest rebuilding it with at least new 1/4th inch balls(grade 100 or less).

I'd argue the better thing to do would be to host malicious wireless networks with matching SSIDs to those of near by starbucks etc. If your public transport offices free wifi then copy those SSIDs too then just drive around and wait for cell phones to automatically connect then sniff data to your hearts content.
