Basically my question is: If I'm not utilising 100% of my CPU for my current needs would I experience a performance improvement if I upgraded CPU?
Currently I have an AMD8120 @ 4GHz and was thinking about upgrading to a 1600, however even when I render in Lightroom I rarely reach 100% utilization. Same with gaming I never seem to see my CPU actually 'max' out per say. But after looking up benchmarks online some CPUs have better FPS in games than others, despite using the same setups. How does this happen? And why don't CPU's just use more of their processing power, or am I looking at this wrong?

Its not only about the 100% usage, if you feel like you need more raw processing power, you'll see a big improvement. If you can manage with the stuff you currently have, dont upgrade.
When windows shows you cpu performance, you're usually seeing the unified performance of all cores. If a few cores are maxed out, but others are idle (which is probably what's happening in your case), you will see less than 100 percent utilization for the entire cpu.
Lots of programs still don't have good multicore utilization, so they might max out one core, while not using the others at all. Newer cpus usually improve per-core performance, which will improve your experience.
However, your cpu isn't that old, you may not see large gains. Lots of times, the cpu is not the bottleneck, you'll often see bigger gains by upgrading memory and storage, as well as video cards.
