I'm not American so I can't help you, but remember it's easy to shorten trousers so they don't crumple on top of your shoes and it's also easy to shorten sleeves so they don't end up at your knuckles, but it's almost impossible to fix bad shoulders, tightness at the waist or a loose collar.
The shoulders should not be loose or wrinkling from the stretch, you should be able to button jacket (never button the bottom button) without wrinkles around the button (if you see an X-shaped wrinkle it's too small) and a good rule for the collar is, it should show as much shirt at the back of your neck as it shows at the wrists (like half an inch maybe? I'm not American).
And before buying a suit, always try one size lower. It usually fits you fine without wrinkling from stretching and looks better, people tend to buy loose suits when they don't know.

Want to order some derby boots online, but I am not sure on the sizing, on my current boots I am size 9 (UK) my foot is ~27.8cm +/- 7-8mm for comfort, different size converters say I should get 9, others say 10
It's very hard to shop for shoes if you go by your true measurements.
Your best bet would be:

Solovair has 1:1 sizing as Docs. So I would advise just to try on Docs before to find out right size. They run tts though, so don't size down (at lest for my feet).

Buy basic boring shit that fits well and is versatile enough to be used in any style at first.
You will eventualy develop an eye: some pieces, patterns, textures, colour schemes, etc. will appeal to you more than others. Make an inspo folder, read fashion magazines, shop everywhere (and buy occasionally), take mental note of that dapper dude you saw on the street and think about what made the fit great.
Your style will sort of fall in place from that, adapting to your lifestyle, the weather and whatnot.

Look at all inspo threads and bands you like and movies and architecture even, do this often and your taste will develop slowly. It's supposed to be a slow thing, it's better that way and more individual and pure. I like watching movies from the 60s and 70s for example, I do it quite often.
I'm pretty poor but I buy a single expensive piece now and then instead of lots of cheap stuff, so I'm pretty selective about what I buy. Two years ago I bought basic stuff that gravitated towards what my vision then was, always in simple colours because then it will last even when my taste changed I knew that, grey cableknit, blue soft dress pants, black margiela replicas, black jeans etc basic stuff. Stuff that was basic but I knew would be versatile even down the road. Now I have so many versatile things of high quality that I bought a long time ago that I only buy things that are very out there now, and can make it work instantly.
