You can, but you'll have to replace the ice or ice packs in it on a daily basis to maintain refrigerator temperatures. Unless you have a freezer already, this is not economical for longer than a couple weeks. I'd just buy a minifridge for under $100, then either give it away or sell it for half what you paid for it when you move.

It'd probably still be "frozen" at room temp. Unless it is homemade, most ice cream is so full of air that it retains its shape even when room temp.
