Pic is Pasztecik Szczeciński (https://en.wikipedia.org/wiki/Pasztecik_szczeci%C5%84ski) which is a fast food dish from my home town in Poland. When I was a kid, Poland didn't have western fast food joints but for some reason only in the town I'm from we had this place which was always packed. There were I believe only 2 or 3 locations back then and on weekends there was always a long lineup pretty much all day long. Unfortunately these days while open in more locations it seems like people no longer prefer it over McDicks or other fast food places so these restaurants are kinda quiet. Still, this is some of the best food I had as a kid and when I go back to visit my family in Poland I always must eat my share.
What is it exactly? It's a yeast dough (kinda like unsweet donut) that's stuffed with ground meat or these days a few different fillings. It's fried in a machine that spins it so it cooks on both sides. Traditionally served with hot clear borscht with a lot of pepper in it. I sometimes wonder how well this would sell in North America...

Belgian here, if you want cheap places you can go to a "friterie" which is some kind of snack where you can get a "mitraillette" (bread with meat and french fries) and some other belgian stuff (fricadelle, etc.). Regarding beer, you have so many of them that i cant help you ...

You have to clarify what 'cheap' is to you. Food truck? Greasy spoon with a few tables? Affordable restaurant?
Hoegaarden Original White Ale is easy to find and a really nice, consistent witbier.
St. Bernardus Witbier is outstanding and you can get it at Délirium Café which is a must to visit anyway. I would generally avoid all the tourist trap restaurants on the streets leading to Délirium though.
If you want to try a quadrupel style beer, go for the always excellent Trappistes Rochefort 10.
