Depends on the setting.
The penalty for murder is often capital punishment, at least in medieval times.
Murderers are generally not the sort of people any governing body wants around, nor do they want to pay to keep that person imprisoned.

So I've been running through making another homebrew and as I do so I've been browsing a lot of systems looking for good mechanics and ideas for how to handle things. And one thing has kind of been on my mind: there doesn't really seem to be much variety in how games function on their most basic level.
Obvious higher level mechanics change things, but ats its core I've only really ever seen a few dice mechanics. Namely:
1. You have a number and you have to roll under it. GURPS is like this.
2. You try to roll over a certain number and your stats give you bonuses to the roll. D&D does this, as well as basically anything with a dice pool or difficulty chart.
3. Outcome is dependent on what number is rolled and stats and bonuses shift the number towards more beneficial things. Eg, Rolling 1 is a terrible failure, rolling 6 is great success, and your skill gives +1 to the roll. RTD does this, as well as a few scattered other games.
Is this the extent of dice mechanics when it comes right down to it? I suppose I shouldn't be surprised, considering the fact that there's only so many things you can do with a dice, but still. I Kinda expected there to be more.

Personally, I predict that Tron, Lsntern and RW Prison will get hit in Modern if they continue to perform well. They are not decks that look good on camera as far as WoTC is concerned, and with the more aggressive bannings, I could see them pulling the plug on these. So:

As for unbans, I'd say the most likely are cards that slightly improve what certain colors are lacking (generic good creatures in white, efficient 1 mana cantrips in blue). So:

Correct. CMC is always the sum total of the symbols in the top right. The CMC of Cyclonic Rift is always 2, whether you're paying 1U, U, 0, 2U, 6U, or WUBRG and a cookie to cast it.

I've been wanting to do a homebrew game with a point buy system. Was looking at GURPS, but I don't really like the feel of the system. I don't really like the dice mechanic. Also a little too crunchy, and I want combat to be a bit simpler and gentler.
What are some other games with point buy character creation?
What kind of thing do you want the game to do and be? Specifying that kind of thing is important. There are fucktonnes of games with pointbuy generation but it all depends on what you want to achieve and focus the game on.
Point buy CC is a feature that's largely standalone from the system otherwise. So just start with creating the basic system, and once you know what stats the characters are going to have, what the ranges are for them, and so on, then you sit down and make the CC system.

The idea I had was a medium to lightweight game where all the players are weird monsters. Along the lines of Digimon or Pokemon.
I want a point buy system to give players a lot of room to create really weird unique monsters instead of just modifying some stock archetypes.
I'd like a combat system with a decent amount of depth, but still fairly forgiving. More on the side of "gameism" than "realism".
I don't need detailed equipment, or skill mechanics. Monsters might wear hats or throw rocks, but they're not gonna be using crossbows or enchanted swords. Some monsters might be better at running or talking or whatever, but they don't need lockpicking and bribing skills.
Someone on a dice mechanics thread suggested the following idea:
There's a cup (or bowl, or popcorn bowl, depending on difficulty desired) in the middle of the table. To do things, the players try to throw dice into it. Only dice that land in the cup count, in which case the number on the die indicates quality of success.
Is this a real mechanic, if it isn't why, and what kind of game should we homebrew around this mechanic? This is like the most awesome beer and chips dice mechanic ever

You could make a basketball themed RPG around it. You are a pick up group trying to make it into the NBA. Modify basketball game into dice rolling combat. Could be fun.
