Are there any systems out there that can sort of replicate the feel of True Detective? I've been told that Delta Green might make a good choice but I was wondering what other people thought.

Unknown Armies! The second edition is quite old now, but I believe 3rd ed is on its way. Give it a look. The street level stuff is very True Detective and you can simply leave the weirdness undefined and avoid the wackier parts of the meta.
Got any good weather charts? Or stories where a dm used weather? Do you think weather in rpgs is good or bad? Should it be random or decided by the dm deliberately?
I don't think I've ever had a dm even mention the rain or fog or anything at all, unless we were on a ship that had to crash (ever ship gets hit by a storm and crashes.)

Admittedly, as GM I just forget about this too frequently. I really should roll for it more often.
I tend to use weather most in glacial climates, where the absurd amount of environmental hazards outnumbers the list of potentially lethal shit living in that frozen shithole.

Weather can be used to set some atmospheric tone. I ran a WoD game over maptools a few years ago with an automatic time keeping and weather macro (weighted towards rain and clouds because World of Darkness). It just kept track of the current weather and then consulted a random chance of what the next hour's weather could be based on that. It was pretty good and added a nice mood to the game when storms popped up. That they were created by random chance instead of DM fiat I think really helped players accept them more.
So hear me out. What if we made an actual game for this CYOA with rules and combat and everything. It's so well fleshed out I think it would work.
