What's the best way to get your car painted on a budget? Talking < ~$1000 here, basically wanting paint that doesn't have to look perfect (still has some shine but a bit of orange peeling isn't the end of the world) and can last at least a couple years

Depends on how much you want painted
If you can survive with the insides of the door sills and so on to be a different color/have a visible paint line then the cheapest way would be matting it all down with 240 or finer sandpaper, applying a coat of primer on a rattlecan, then doing the same with base coats and clear coats, also on spraycans
If you have a compressor then buying a cheap paint gun (top filling ones are nice) and buying your paint, clear coat and thinner on cans can actually be cheaper than buying just rattlecans, and its also quicker & will give a nicer result
Note; if you still wanna go with the rattlecans; get one of these. It'll save you some time and hurting fingers
A vocational high school with an auto body program will ususally do a car for a grand or less. Won't be perfect but they do a good "ten by ten" paintjob (perfect looking from ten feet away at ten miles an hour).

Alright /o/ I've got a 64 Buick LeSabre with a numbers matching 300 in it. However it's seized and needs new rings, possibly new pistons all together, it might need a new crank and cam as well. But I've got square port heads for the thing and i'm pretty sure if I can get it unseized I can have a nice little cruising motor. But at the same time I can get a 350 with trans for cheap. Is it worth putting in the effort to fix this thing or should I just drop in a new engine and resize the driveshaft?

Is numbers matching important to you? Id rather have a car i can drive than a numbers matching PoS. Throw in the 350, keep the 300 to rebuild when you feel like it. If the car becomes a rarity, swap in the 300 later.

I found a 1999 Subaru Impreza listed for 700 euro(~838 USD) with 128k kilometers(80k miles) on it. It needs to be inspected in 5 months, and they claim it doesn't have a lot of rust.

I wouldn't be surprised if a large portion of the underbody was pretty much fucked. And rusted-through structural parts are an automatic inspection failure in most euro countries.

My main question, however, is how to determine which cars are cheap or expensive to fix assuming I am doing the work myself. What are somr parts I can use as a benchmark for,how expensive parts for the rest of the car will be?

There is cheap parts, but usually in used condition. Or you need to wait restock. Group buys are also good option. I bought oil pan brace with 3 people and saved almost 60€.
