Assuming neither of you are legally disallowed from owning said firearm, then no problem meeting at an FFL. You could even have the FFL do an official transfer for you guys... I've never done that but if the seller insisted and paid for the transfer then I wouldn't have a problem with it.

If you're buying it, they're not going to transfer it to you until the form is approved and returned. If you're manufacturing it then it would be illegal to manufacture it before the form came back. The silencer is the firearm under the NFA, doesn't matter what it's attached to.
