i can also smell, taste, and feel(touch) in some dreams too.
like two days ago dreaming i kissed my sister's head and smelled her hair's scent and felt the warmth and softness of her skin.
it's completely fucking random though and kinda rare.
but still happens a few times / year.
strange thing is it started, or at least I noticed it first happening during the time i kept practicing yoga. the proper meditative kind, not what bitches watch on TV.

if some people see aliens (schizos), they must be real, because reality is what you subjective. So aliens probably exist in some way, probably in some other dimension. Now the part of the goverment is tricky, since they don't care about stuff like aliens, they care abut economics and money, though if there is deeper goverment then it's possible that they are interested in schizos and are trying to figure them out, as some schizos claim that goverment is after them cuz they know a lot.

This is obviously making huge assumptions about culture and so on, but chances are that if a society is capable of that kind of space travel, it has the industry and general technology to support it - and if it does, chances are decent they know about their own space travel abilities. Therefore, it is more likely they would know about contact having been made then we would, since as a society we have less reason to know about the possibility due to our own technological levels. However, in reality, it's largely a crap-shoot, because there are so many reasons that people might not be told - fear of social unrest, xenophobia, religious reasons... So honestly, it's just as likely we could end up in a situation where we knew about them but they didn't know about us. Funny, right?

My only advice is this: careful what you wish for. Whether those summoning procedures are just role-playing for grown ups or actual bargains with otherworldly entities, your input and a decent amount of honesty can seriously impact your life. I know it did mine. This is the case for any kind of ritual magic, really. Or anything you might want to call a "ritual".

Understand that in the dream world, your actions don't have consequences, and will be erased as soon as you wake up. I'm not sure about you, but when I hold myself back in a lucid dream, I'm afraid it's real (therefore it'll have long term consequences). So in my dream I test myself. Either I try flying, or I ask a person if I'm in a dream, or anything out of the ordinary. As soon as u realize it's a dream, believe so much in your power to do whatever you want and, boom, you have it. Don't let doubt into your mind, as soon as you're like "oh shit I can't fly" you'll drop from the sky.

There would be signs if they lived underground. Smoke stacks, vent holes, etc. There is none.

Living underground would be useless since the core of mars is dead. There's no geothermal activity, and so it just gets colder the deeper you go. If this was the case we'd see massive amounts of heat being radiated in spots from artificial sources.

If they did use nukes to blast their own planet, there would be some sort of residual radiation present that scientists could detect. If they did use nukes and that radiation was gone, why are they still underground? I suppose they could've regressed and evolved into smaller, stupider creatures, but that's some wild speculation.
