I have been a digital photographer since 2010 and this week I decided to shoot film. However, my budget is not very broad, so I wanted to ask you: what is a good film yet not expensive camera that can give you something similar to that Leica black and white look. Or is that something you work in post editing?

What aspects of the "Leica look" are you looking for? Lenses that aren't Leica lenses won't have Leica rendering, but you can get nice black and white rendering with a lot of different lenses. And yeah, a lot of what you see in that photo is darkroom processing.
Look at Canon and Nikon SLRs from the 70s and get a 50mm f/1.8. Canon AE-1, A-1, F-1, Nikon FM, FM2, FM2n, FE, FE2. Or get a Nikon N80/F80 or Canon EOS 5 if you want something that handles like a DSLR.
Or for something more Leica-like in operation, get a Canon P and a Canon 50mm f/1.8.

A lot of people talk about bokeh on here. Sometimes I think the bokeh in a photo is good only to read somebody saying it's bad. Does a portrait always need bokeh? How does this shot look?

Bokeh refers to the quality of the blur rather than the quantity. In almost all cases you want the out of focus areas to have smooth roll-off and for the highlights to be perfectly smooth and round at any aperture, so having good bokeh is really a requirement rather than a necessity, unless it's something like a 24mm f/4 lens that will never see an OoF area in its entire life.
When referring to the amount of blur, that's something that's up to taste and the needs of the image. In the pic you posted the lens is clearly stopped down to fit more of the model into the DoF, but the character of the OoF areas is also pleasant, so by definition I'd say this is "good bokeh"
Having good bokeh is also as much about picking a good background and the distance of the various elements within it. Some lenses that look very smooth with objects close-up and far away may have less pleasant bokeh at mid-distances, where the blur is not yet large enough to hide potential issues that it may have.

Can someone explain how DSLR scans work with film?
Looking at tutorials you backlight the film, get a macro lens and just take a photo, probably just my lack of much/any understanding but wouldn't this fuck with the film? I'd guess it would still be sensitive to light so having it out and lit to take photos would ruin it? I know there's a way to process film, but how would you do this at home? I don't have the space to set up chemicals or a dark room, and to make it I might as well buy a flatbed scanner.

With dslr scanning, you just shoot your film then unwind ot from the canister and take a macro photo of it, very easy, very cheap.
I used to frequent this place a lot back around 2013-2014 when I was really learning how to take photos for the first time but I haven't been around much since.
