Are you able to wear a soft vest under a plate carrier?
Are the cuts of Kevlar different in soft vests than the ballistic sheets in a plate carrier; do they offer more protection?

You could, but it would be bulky. You'd be better off finding an armor carrier that can hold plates as well.

Yes. There are several different cuts for soft armor. Most are proprietary, but there are a couple of military standards and there are soft backers, which are designed to back up an in conjunction with plate in a plate carrier.
As you can imagine the different cuts offere different levels of coverage. Some cover almost the entire torso. Others are really just the chest/back with little "wings" to cover the your sides.

Yes you can throw a plate carrier over soft armour. Doing that will increase threat protection. Cops do it all the time. They wear soft armor (usually level 2 or 3a) and have a plate carrier to throw on when the threat requires more protection.

If i only meet one of these criteria (for example, an M92 PAP with a folding stock and a 10 inch barrel; being 26 inches or more fully extended but still being fired from the shoulder), is the weapon stilled considered an NFA?

if its pistol and you add a stock then its a sbr
if its a rifle and you cut the barrel its a sbr

GI mags are going to get all fucked up in the middle, if you have them in your duffle/ruck plastic ones won't. Still have Gen 1 Pmags I got back in '07, have not maintained them for shit, but they still feed good.

What do SWAT officers do day to day, when they aren't being deployed for raids and shit? Do they train all shift? Or do they just sit around waiting in case something happens?

Depends on the department. Major departments have full time SWAT teams that will either be training or serving high risk warrants on their work days. Most departments have part time SWAT teams that will train a few days a month together, serve high risk warrants or respond to high risk situations when they come up, and perform normal law enforcement functions based on whatever their day job is when they aren't doing SWAT stuff.
