you have to have a 3/5ths majority (60%) to defeat a filibuster.

The republicans currently hold only 54 seats (54% of the senate). There isn't a way they could have actually ended this filibuster with a vote for cloture.

Conversely, it only takes a normal majority (51%) to pass or veto a bill that's been introduced. They can easily accomplish this.

Basically, they took the only rational course of action here.
