How important is drawing ability for painting? I remember some artist saying that "Painting is 90% drawing", but I'm ok with drawing and have a lot of difficulty with painting, especially oils.

You'll only be able to paint as well as you can draw. However, an encouraging spin on it is that painting is simply drawing with color.
The rules of value, form and hue still apply.
Try a 2 color painting with a warm and cool hue, identifying form and shadow and getting a feel for the medium.

What does /ic/ think of an artists like Phil Hale who works exclusively with reference and still manages to put out creative illustrations? I know E.M. Gist who does oil painted comic book covers also uses reference every time. Not to mention all the contemporary figurative fine artists.

I agree that it is limiting when it comes to composition, you're at the mercy of what you can do with the model and lighting, or the photo. But to be fair if you're going for a certain level of realism not having a reference can be limiting as well.
I'm not saying it's impossible to make things look realistic without reference but it's at a much lesser degree than someone who uses reference. Take someone like Frazetta who worked from imagination, his illustrations are great and obviously he had incredible knowledge of light and the human body but even then you can tell they are designed from imagination right away.

Regardless of what /ic/ says the majority of professional artists use reference. Everyone on here thinks that using reference means sitting there and making a photocopy then changing a few details but that's not how you use it. You come up with your idea and find reference to help you add believability, whether that's rendering and texturing, posing, coloring, whatever and that's applicable to hyper realistic art as well as the simplest cartoons. Even once you learn your fundamentals, reference will always be a valid tool for enhancing your work and the more you use it the more you'll be able to do without relying on it. Using reference also doesn't mean composing an entire picture out of it to copy, so you won't always be referencing everything in a picture anyway if you're going about it right. Using reference has been the industry standard for a long time and /ic/ needs to let go of the false belief that using reference = copying, and great or pro artists don't use ref.

When doing gesture drawings, what's the most important thing to capture?
I'm currently taking a life drawing course, and I'm really struggling with getting something down on paper before the model moves onto the next pose (the model is walking across the room, so the pose is changing constantly), mainly because I don't really know what to do most of the time.

Basically the idea is to get a readable mark that tells you exactly what they were doing when you captured it. While there is an art to making really appealing gestures, the appeal isn't the end goal for most. The end goal is usually having an understandable mark that you can build off of later, preferably one that captures (or as some people say, exaggerates / animates) the motion of the pose.
The pictures you showed aren't that appealing, but I think they're perfectly functional. If you were trying to draw a figure drawing later on without the model, I think there's enough information to create it from if you had a decent understanding of anatomy.
I think the big thing is getting the hang of finding a good line of action. Many poses you can capture it in one or two lines and then build on it from there. Usually for me I try to find one for the torso and then try to depict the chest and hips with two circles along that line (that sort of 'bean' method), and I find it's easier to build the limbs and head from the torso rather than build from the head.

Line of action (in red), think of the shape the figure creates (blue), flow (every artist has a their way of doing it so study them all and develop your own way of doing it)
So... I was drawing for 2-3 years now... And, recently I tried getting into digital art. I got my cousin's old tablet... Buy a wacom intuos 3/4 if you can find one. I have used graphite back then and it works well. I really don't know anything about the bamboo lines though.

I have a Medion tablet that has about the size of A4 and it works well for me.
