The KMT started off as one of a number of warlord movements that gripped China in the 1910s-20s. Even after "winning" and ascending to the rule of China, they never really shook that warlord model of administration. They were really more akin to a feudalistic government, with a high king exerting influence over vassal kings, rather than a modern state which actually directly rules its territory.

Muslims world got to this conclusion around 11th century, mathematically.

And the europe got to this mathematically around 16th century.
