During the French Revolution counter-revolutionary justice was vital to the survival of the cause. Some killed nobody and just made sure nobody was actively plotting to overthrow the government and several carried out massacres against men, women and children using cannons and drownings. Around the time that the revolutionaries would have called Thermidore Maximillien Robespierre was preparing to rally the politicians of Paris to bring those who had taken innocent French lives to justice, however at this point most of Paris was terrified of Robespierre's zeal and unflinching use of the guillotine and these feelings were exploited by the perpetrators of the massacres who used the political climate to instigate a revolution against The Committee for Public Safety.

I worded all that badly, tl;dr Robespierre was going to kill the real criminals but then they got himself first and tens of thousands of deaths went unpunished.
