I wish to power down (D3 hot) my Ethernet interface to save power. I would also like to power off other devices, wut do?

I know that common answers for powering off a device are to unload the driver or turn off the device in the BIOS, but I have no evidence that this always puts devices into D3 hot state.

Already using powertop, suggestions for other tools, utilities, etc welcome.

There's no proof that this puts a device into the D3 state anon. I turned off the IR in the BUOS and it's still powered according to powertop.

I am looking at making a computer on a bit of a budget. I decided to wait for AMD to release the Zen CPUs before building the system as I know AMD CPUs are cheaper and with the hopeful news articles and benchmarks, faster than the current i7s. I am going to use a Summit Ridge CPU as I am wantingnto get a lot of performance out of this system. Should I wait for Zen to come out or is Zen a joke of a CPU architecture?
