Neither, really. If a restaurant is good, they won't have any problems getting and keeping customers.
Yelp has turned into another glorified social media site, I see more pictures of people and their kids on there now than actual food.
The only time Yelp is useful is when you are in a city or town you aren't familiar with, and then it can be very helpful. I had some awesome pizza delivered to my hotel room at 3 am once in a city I wasn't familiar with, thanks to Yelp. So, in that way, it's still a good service. For your own local purposes, it's pretty crap, except the section on new businesses that have opened, so you can see what's going on around you.
