As for renaming places and characters for publication, you wouldn't be the first one. 50 Shades of Grey started off as a Twilight fanfiction.

It won't make your default writing abilities any better but it definitely does a lot of the work for you.

How are the Combine as enemies? How would they be statted if one were to run a game set in the Half Life universe, or more specificly, set during the uprising in City 17?

D20 Modern is not a system worth playing, even FATAL is more worthwhile and that's only because it can be funny when you're really drunk.
There are several other options, but it depends on what you want from the system.. if you want action movie or simulated realism.

Rule 2 should be more of a courtesy. Sometimes people swear without even meaning to, and if there's no pure christian children around then what does it matter?

Rule 4 is ass unless they close on weekends and only run tournaments. I can see it getting annoying to host rubberneckers while people are attempting to think and plan.

Other than purchasing a Booster (card games I imagine?), that seems pretty reasonable.

Unfortunately there are some neckbeards who need this kind of tough line or they quickly fall into familiar routines of stench and obnoxiousness.

First you need to learn what parts of roleplaying matter and what parts are superficial timewasting.

Making a decision that your character would make is the part of roleplaying that matters.

Taking a long time to describe an action that your character is likely to be taking repeatedly doesn't matter. Describing it once or twice can be interesting, after that it just wastes time.

Not all players like roleplaying the combat. And it can get repetitive pretty quickly - and it's difficult even for people who think quickly and work at it.

As for pop culture media here are some suggestions
Ghost in the shell is a good anime, as well as Akira.
Snow Crash is a good book on the subject, it doesn't take itself too seriously.
Shadowrun comes filled with standard template cyberpunk.
1984, Brazil, Fahrenheit 451.
Deus Ex series is spot on. With is philosophy on old vs new, human vs machine.
Gibson is the father of cyberpunk. The Sprawl trilogy is amazing. Neuromancer, Count Zero and Mona Lisa Overdrive. Really captures the street wise sci-fi thats the basis of cyberpunk.
It also covers the subject of drugs really well.
Since drugs go hand in hand with cyberpunk. Enter the Void and Requiem for a dream, maybe train watching are required viewing.
As for the tech, Kevin Mitnik has a book called Ghost in the wires. Very good book on his life. Witch is somehow as cyberpunk as it gets.
Music is a must.
I like my cyberpunk kinda gothed out.
So Kindey thives, emilie autumn, type O negative etc.

A little vague there. What's the setting? High fantasy, low fant, realistic, gritty?
What's the location of the villager's house?
What is the surrounding culture?

For example, if the people are centered on ancestor worship they might have a shrine indoors, whereas other cultures might not.

That's a really good point, a cooking area's pretty universal and the only reason it wouldn't be there is because it was outside or the cooking was done communally. Somewhere to sleep, and in a lot of cultures until recently this area was shared by whole families.
