No, there are modern cities with populations and land areas that rival small to medium sized countries.
If a single city controlled an area the size of Bavaria the city would be massive.
Most of that land would be required just to feed the city. If you have that many farming settlements you might as well stop calling it a city state.
If they are importing food and that land isn't populated the question should be "why pay to protect that much empy land?"
I would say it is misleading.
I would also like to point out that if your Empire disintegrated it wouldn't disintegrate in to city states unless your setting is like 1000 BC in which case an area the size of Bavaria would be an empire on its own.

Hey /tg/, /K/ommando here, been thinking of getting into 40k as Imperial guard and got a great idea. I wan't to start a guard regiment based off the Baathist Military forces of Saddam, Assad, and Gaddafi, with a attachment of Tempestus Scions based on Russian advisers like the Spetsnaz.
I though don't know how I would go about getting the right parts to make it, I thought Tallarn looked to much like Beduins and not organized looking enough to replicate their armies. I was thinking some Mix of Cadian and Tallarn parts, though not sure if I could find better parts somewhere else.
Would involve a lot of time and effort to get the right feel like Arabic or random moonrunes on sides of Bane-blades and Leman Russ tanks. Valkyries and Vendettas would be modified to look like Mi series Hinds.
The Regiment would also be heavily Mechanized with Significant Armour support either on the field or in reserve.

Chaos would crumble and Dark Eldar would be exterminated, protecting your soul from them. You also wouldn't be assimilated by Tyranids either. When they finished the other jerkass factions the Necron would shut down again, giving a chance for a better universe to arise.

Now that we have some basis for Reference, Let's all play a little game, shall we? One in which we attempt to guess what kind of Statlines our favorite units are provided.
For example, the Leman Russ no longer has rear armor, but is expected to be tough and durable and cheap. But something's gotta give: It can't be good at everything. So I suspect a low Armor save, but high Toughness and Wounds.

Eldar. As part of the Orison of the Twisted Eye, we focused on studying and defeating the methods xenos use to interact with the warp. The magicks they uncovered from before their Fall have been the most powerful I've ever had to face.

Yes actually. He didn't understand the concept of betrayal and when it happened to him he was surprised even though he set himself up for it super hard. The fact that he was willing to blindly trust everyone and told Circei of all people to do the right thing and let Stannis take the throne highlights it. He didn't understand why she wouldnt leave or why Baelish crossed him. It just didn't occur to him it would happen.

Bald and most of his skin covered in magic sigils, this one usually take the form of a 3 to 4 meters-tall human, as do most of the high ones. He strongly believes humans are sentient sheep, capable of many things if they have the right shepherds. Therefore, he is one of the few who decided to openly declare himself as ruler of his country, and lives in a castle where he manages most of the human affairs.
He is, however, a coward : believing a high one may one day go rogue and kill one of his "siblings", he created a series of magic signs which would prevent him from ever dying, while robbing him of the ability to directly kill someone. Ever since he didn't hesitate to fight in person in wars against the neighbouring high ones.
This one was created by one of my players, and fitted the setting so well I decided to implement him.

Armonda the Land Roamer
Armonda is an irresponsible warrior who always refused to maintain a domain for more than a few decades, and instead prefers to explore the most hostile landscapes, probably because he dislikes fighting against his brothers. He always has a few humans with him who see him as a leader, remnants of the last kingdom he abandoned due to a military defeat. He is the least gifted in magic there is, but possesses the only artifact of anti-magic known, a black gauntlet that can nullify any spell. He enjoys carrying a ridiculously huge sword, which he can swing only due to a discreet spell.
He used to romance another high one but due to his fickle nature, he never did anything with the relationship.

He is the best example of the colossal ego of the high ones, and actively tries to be considered by the humans of his domain as an all-powerful god. He built a fortress next to a medium city by a lake and tried to make it a metropolis dedicated to his person. Good friend with Timer since he indeed gives a purpose to the humans he rules.
He is not the smartest one by far, and relies on competent humans to keep his not!kingdom running. Those who serve him with the right amount of flattery are usually granted greater magical power, resulting in his land filled with arrogant and oppressive nobles that commoners have no chance to overthrow. The economy, however, strives thanks to the lake and the position of the city in the middle of the continent.
