Do I need to pass a WILL test to cut my own member or was the DM pulling my leg?
Of course it will take strength of will from your character to do such a thing so of course the DM is not pulling your leg. Many people like to avoid dice rolling in games since they feel it disrupt the flow of role-playing though, but that's more of a matter of how you decide to play the game then relating to the specific situation you're in. But the general rule is that it's up to the DM since that is the person doing almost all of the work setting up the game.

Depends on what all is happening, if they are already in town normally half of our four to five hour session is drinking, going to stores, getting the next quest or intel.
If they are already in a dungeon normally a full session to get through most if not all.

Your DM made an episode of the Magic School Bus into a dungeon, I'm not sure if I should be impressed or sad for you.
I think a lot of the "issues" that pop up in d&d, and brings hate from tg, is that game can be played 3 ways.
method 1: A combat game, where every point counts, and the 'adventure', is a series of battles with little to no RP or plot
method 2: The game focuses little on combat, and heavy on RP. This devalues a +1815 sword and takes the focus off of being bad ass, and puts it more on interaction between players and npcs.
method 3: A hybrid mix of both methods, usually resulting in angst and buttmadness for players and dm's, but sometimes working out perfectly.
My opinion is that most groups end up trying method 3, and finding the game lacking. Mainly because everyone involved has a different idea about what that hybrid method balance should be.
Most of these issues can be prevented/solved by a little prep work before the game begins.
Example: a player wants to play a hybrid game where his PC is bad ass in combat, and still has an interesting back story and plot. The DM tells all players that they'll start in a small fishing village as kids who've grown up together. The pc however, wants to play a half drow warlock or some shit....at this point, there will be issues because the dm and pc's are on different wave lengths about what the game should be.

Ever have one of those games that you'd LOVE to play again? That even years later, you remember it fondly?
Here's mine. Remember-able, remarkable, and fun story's from the table general thread.
I have to set the stage here first. 4 of us decided to play a game of d&d, something we'd not done in a long time. Our DM (we'll call him Shawn, because that's his fucking name), volunteered for the job, and said he'd dicked around with a setting for a long time, and would like to run it.
We agreed and everyone showed up to play. We picked my house, because I'd just turned my den into a game room.
We rolled of course, because we're old school.
I got a mediocre fighter, one guy got a sorta weak mage, and one guy got the rare Paladin. 3 6's on cha.... there were cheers as he rolled the final number he needed.
So, a fighter, a mage, and a pally. We all agreed to play 'good' pc's, so as to not cause issues with the pally's code.
Story begins below........
