I think they are a novelty item. At least where I come there are virtually non-existent. Even the Segway city tours have died out.
I assume they only offer tolerable user experience where you have ideal conditions with smooth paving or slab pavement.
Anyhow, I don't see the point in its design anyway.
It's impractical for whauling stuff, is too slow for actually getting about town and is a thing you don't want to leave somewhere unattended.
