I'm starting to work on a fantasy setting, but one thing I want to do with it is make humanity a minority/near-extinct race, but I'm unsure on the best way to do it. Going for a mid-to-high fantasy aesthetic.

We've been reduced to hiding in caves and occasionally coming out to scavenge for food and steal tools. Sometimes the various beasts of the world speak of us, usually as fairytales to scare their children, but in places where we are stronger they use hushed whispers and have a superstitious fear of us. Some say we steal children in the night, others say we are demons in the flesh, and still others think of us as gods walking the Earth, testing mortals and doing business.

Or at least, very close to all knowing.
How much does the Emperor know now that he is a (practically) disembodied god? Before he died, in his physical form, there were clearly things he didn't know and even some things he feared, otherwise the Horus Heresy would never have happened (During the HH he was even wondering if this was the day he would die, and why his machinations were failing).
If he were to return now, how much would he know? Would he know how to restore Mars to 100% function, and could lead a crusade along with the AM to repair its STC's (or at least say why that would be a bad idea). What about other mysteries of the Universe, like how the Omega Vault works and whats inside it, explain the Hadex Anomaly, and if roboute guilliman can be revived, and other riddles of the universe.
Or would these things be beyond his knowledge?

The Autarch can take them. Actually it looks like he can take 2, or one in addition to one of the restricted weapons. And you now shoot all your non-pistol weapons each turn.
If they only cost 3-4 points, then adding one on to an Autarch would basically be an auto choice.
However, this now means the base cost of the Dire Avenger is too high, as it doesn't include the weapon. Dark reapers are 5 pts, and have better armor.

How can I run death as an encounter?
Can he even be defeated or merely driven from the mortal plane?
The idea is that Death itself is pissed at the PC's avoiding him for so long and has decided to take matters into his own hands. Is this a bad idea or could it make for a good encounter?
What are some non-violent ways to escape him?

Unless your PCs are actually immortal, or have been returned from the dead, why should death care? They will die eventually. Everything does. He can just wait them out. He does for everyone else.
