there's quite a few factors that deter large scale war between states these days. the most was the lessons learned from world war 2.

aside from the threat of nuclear MAD just ending the war in 2 hours, conventional war is unfavored as well.

mostly because as seen in WW2, modern conventional war on a global scale requires massive resources, exponentially more than any previous conflict. Trying to keep all the tanks fueled, 10 million+ soldiers fed and supplied, complete control of the land, the sea, and the skies, and possibly now control of Space, the insane strain to keep all these requirements filled is more than enough to break the strongest empires.

and in WW2, it did break EVERY state, the only powers to come out of WW2 better than when they entered was the US and the USSR, every other player either was destroyed or forced to relinquish their empire within a generation due to the damage done.

for a nation to enter another great war these days would be signing their own death sentence, as only the US, China, and Russia are even remotely capable of fueling the engine of war in today's world.

Well Cisalpine Gaul was originally inhabited by Celtic tribes.
