Serious question: why does this country still exist?
From what i understand, it's a bi-cultural state where the two main cultures absolutely hate each other. The northern Flemish speak Dutch, while the southern Walloons speak French.
So why not give Flanders to Netherlands and Wallonia to France? Wouldn't that work way better then creating this arbitrary dysfunctional country?

They had a lot of shock & awe on their side. The rest of Europe just really didn't want to fight and they were not prepared to fight. WW1 was supposed to be that last war, so when it was over people didn't want to spend money on war anymore. The powers of the world even agreed to stop building any more battleships for a while. The U.S. mopped the fucking floor with everything sent their way, even the elite divisions sent during the Bulge. The only thing that stood a chance was Metz and that's because the U.S. couldn't realistically do anything about it due to the command structure of the Western Front. Canadian troops were almost solely responsible for the creation of the Falaise Pocket, although it was U.S. troops that closed it. Hell, even the half dozen or so Mexican pilots that made their way to Europe had multiple air kills with no losses. Grossdeutschland didn't stand a chance against North American ubermensch and even hinting at NA being put "through the ringer" is laughable.

To what extent would high level commissars actually dictate maneuver and battlefield actions and stuff that actually pertained directly to combat?
For example, both Trotsky and Stalin had periods as military commanders via being commissars, however neither had any military experience before this.
My question is, how would a guy like Trotsky in the Civil War have been able to dictate actions on the battlefield despite never being trained in military matters so successfully?
Or was his job entirely different altogether?

The institute of the commissariat in the Red Army wasn't established until 30s, when Stalin was purging the army and wanted to ensure political loyalty of military commanders by appointing party officials as a commissars, who had just as much executive powers as commanders they were working with and were supposed to double check (and possibly veto) everything they did while also monitoring the soldiers. In case of commander's death they were supposed to take their place. I can't say for sure the organisational level where their appointments began, but I'd say divisions and higher all had their own commissars, their hierarchy mirroring commanders they worked with. Indeed they were never trained in the military matters and after WW2 started Stalin quickly realised what a horrible fucking idea it was to throw a wrench into his own warmachine like that. In 1942, after Stalingrad, the institute of commissariat was reformed and commissars were rebranded as "politruks" - political supervisors. They were still supposed to monitor the soldiers, but no longer had any executive power when it came to actual tactical and strategical decisions.

He was a revolutionary, those seldom have much formal military training. Reds were able to win because very few people actually liked Whites (being privileged elites who fought to bring their absurd privileges back), having support of western powers isn't enough if the local population doesn't want any of your shit. Also there were many Imperial Army officers who defected to Reds and helped out with the war, Trotsky was more of a moral support and a political motivator.

Grain was about the only thing Russia could actually export at the time. USSR was hit with heavy embargoes due to being commie and all of that. So Stalin decided that supporting the economy and kickstarting the industrialization was more important than lives of those people.

The quality of the legion plummeted when all inhabitants of the roman empire were granted citizenship. Traditionally, inhabitants of conquered territories would have to gain citizenship by serving in the legion. There was a lot less motivation to join the legion.
