Grand Strategy of the Byzantine Empire
by Edward Luttwak, which is what you're most probably looking for. Doesn't explicitly focus on military though, you'll also get a lot of strategy on administration, diplomacy, etc.
I'd recommend starting with Norwich's trilogy, its less academic and much easier to read. It's also much more detailed, so its nice to have it as reference when reading the others.
