I want to build a new computer, what is the difference between chipsets? (H170, Z170, etc.)? If I am a casual scrub who won't do any overclocking, will it matter at all?
I want a mini-ITX build since I am running out of space on my desk. Will an H170 or even an H110 be enough for a high end CPU (with no overclocking), a high end GPU (like a 1070), 32GB of DDR4 (two 16GB sticks), and a couple sata SSDs?
I know Z170 will allow for overlocking and what not, but I don't know anything else, like maybe cheaper chipsets will make high end parts run worse, I literally have no fucking clue.
Also anyone know if the Corsair 250D can fit both a 120mm CPU all in one cooler AND a 120mm GPU all in one cooler (like the one on EVGA cards) at the same time? I know there is enough space there for one 240mm radiator, but I don't know if two 120mm radiators would take up extra space with the extra hardware/tubes and shit.

I own both Asus H81 and Z97 micro atx motherboards. Difference is more RAM slots on my Z97M-PLUS motherboard. I recall two DDR3 slots on the H81 I think and then four slots for DDR3 for Z97.
Maybe it's the same for H170 and Z170 mobos.

Most games I will play will run at 1440p. My question is if I buy a 4k monitor will 1440p and 1080p look worse on it than they would a monitor with native resolution?

Well maybe you shouldn't have plugged the GPU into your CPU. Next time use the PCIe slots. It'll actually fit in there. They're also rated to carry up to 250 Watts if necessary. I don't think your CPU socket puts out any power that your CPU doesn't use.

Why hasn't there been a mentionable push from any company or group for a standardized laptop form factor spec akin to the ATX/ITX family for desktop PCs? It's pretty much the only reason why we can't reasonably build our own laptops now.
Can you imagine how nice it'd be to be able to select motherboard, screen, case, battery, etc from a huge variety of off-the-shelf parts? Wouldn't it be amazing to build a laptop to your exact specs instead of having to live with whatever tradeoffs and concessions a prebuilt manufacturer has decided are acceptable?

there are ways to get a barebones notebook and parts already.
however you will need to deal with parts from brands you never heard off and from questionable sources.
dont expect to get one with an intel or amd cpu let alone an actual gpu.
Desktop PC's are actually unusual in this regard. Very little in consumer electronics (or even in industrial electronics for that matter) is designed to be as interchangeable as PC parts are. The only reason laptops have swappable parts at all is due to developments from the PC side forcing compatibility on manufacturers. Because trust me, they would far rather be forcing you to buy your hard drives from them.

I dunno, I could see AMD getting behind a laptop form factor spec if it meant getting a piece of the laptop market beyond their current position of $200 walmartbooks. It could give them an edge over Intel if it takes off, too, since in that case motherboard manufacturers would have AMD laptop motherboards on the shelves for a good year or two before Intel would be able to properly respond.
Just letting you know, if your arm is rubbing against a plastic arm rest all day, eventually you will get ugly gross cysts under your skin. I noticed it when part of my left arm that's always rubbing against the plastic arm rest, in that specific area, developed cysts. I have a leather computer chair now, it's probably safer and healthier.
