RX 480+freesync or 1070+vsync?
Considering the ~$200 price difference I'm leaning toward the 480. Ordered an 8gb model today for $230, but can easily return it.
I'm leaning toward waiting on an AIB 480 and returning the reference 480 or possible going with a 1070 if the price drops to around the MSRP of $380.

As someone who has used both G-Sync and Freesync I have to say that AMD has the better technology for this. When I played games like Battlefield 4 and Hardline for example. With my 290 I could play BF4/Hardline on Ultra with no AA and get about 60~90 fps at 1440p. But with Freesync it was incredibly smooth. It blew my mind. I mean it was buttery smooth.
But then I decided I wanted more horsepower and bought a 980Ti and a Gsync 1440p/144hz monitor. Sure now I can play BF4 and around 100 ~ 120 fps but it sure as hell did not feel anywhere near as smooth as Freesync did. I could still feel the jitters and micro stutters. And no I wasn't my monitor cause I actually returned it once and got a second and still jittery as hell.
However in games like APB Reloaded both technologies fail to work properly as that game fluctuates in FPS way too much.

The lower the better, DDR3 and DDR4 have higher timings compared to old DDR ram paired with the slower memory controllers in modern CPU like Haswell and Skylake it needs to be compensated by faster ram.
If you're buying a Skylake CPU get at least 2400mhz DDR4 ram. if you're on a Haswell CPU get at least 1866mhz CL 8 or 9.
There was a very in-deep chart that paired timings + speed and resulting speed made when Skylake was released but I haven't seen it posted in a long time and I don't have it.
