windows ME was way less advanced. windows 10 is actually capable of loading complicated long .gif files, atleast. it also has a better sound handling system.
I use my gtx 680 4GB to play vidia at 1440p, only for bf4 and gta v. Recently got the offer for a free r9 280x, would that be an upgrade? It has 1GB less vram, but AMD does scale better across higher resolutions and the fury x seems to be doing fine with only 1GB more.

Especially since a lot of people build their own, and there's really no way to regulate it... no.
Now, they commonly are carrying radios that communicate on various frequencies and via various protocols, some of those (or all) may have a unique MAC ID, much like your WiFi card in your laptop.\
That of course isn't REALLY unique, it's just what the device is reporting, but it could be treated as 'effectively unique'.
You may even be able to talk to the radios / capture packets as one flies by and get the MAC of some of them.
