Writing program to simply store logged repairs at work, but donut want to use mySQL like I normally use when DBing.

Probably writing in java, but also might do python to give reason to learn it a bit.

I'm saying the problem isn't Chrome or how fast your internet is. TCP/IP and HTTP have checksums built in, the only time the file would have checksums that were not what you expected is if the server hosting the file is sending bad data, or the download was interrupted.
