It means if your OS is NOT using ram to cache programS (not 1 shitty program using all your ram) then those programs are cached and the ram is "used" but can be freed to use by another process at any time thus it is inefficient for an OS to waste any ram after its ram worth of programs have been loaded you fucking retard.
