1) is GPU or CPU more important for fps, and at what feature point (if any) does this distinction change? is (950m + i5-4200) or (940m + i7-4720HQ) better?

MATE works fine and almost all applications work as expected. in fact I get better performance from some programs like GIMP and Inkscape on WLS than using the native Windows Applications.

a day ago, even tho i had completely disabled any kind of updates, telemetry, spying shit or whatever you wanna name it,
windows 10 decided to install all the updates up to the very latest one existing, along with all the apps i had deleted, as well as telemetry and all that.
as for perfomance, to be honest It's not bad i guess, i dont see any crazy perfomance differences, apart from the boot time which takes like 5 secs more than yesterday
anyway, what would be the best way/software so that i bring my pc to its previous state? without all the retarded apps, telemetry, and i dont even know what else

spybot anti-beacon works, but it won't necessarily prevent what happened to you. It mostly just deals with telemetry.
You probably got the anniversary "upgrade" which resets your defaults, reinstalls bloat, undoes most of your telemetry settings (anti-beacon would help here), and uninstalls """incompatible""" software.
Allegedly the next "upgrade" won't do this.
Your only real defense against telemetry is firewall rules on your network.
Winaero tweaker will give you an easy button to disable updates, although I haven't fully tested it's efficacy yet. The only way I've been able to reliably disable updates is by deleting all update related services, and blocking the update endpoint in both the hosts file and on my router.
