Before that we need to have Bobby and Dora walking up from solitary to his office with Bobby explaining the levels of the jail and how more civil/special needs inmates are kept on higher levels for treatment.

The "Welcome to jail" tour being under written is actually to our advantage here since we never established just how much of the jail was open to Dora as a base level (as in ground floor) inmate.
