Because that originally wasn't the angle. Rikishi did a promo calling out wwe for the lack of non whites holding the wwe title.(why he ran down Austin so bis cousin Rock would be the face of the comoany) A lot of his promo was actually very true, and probably hit a little too close to home. So he just dropped the angle like 2 weeks later and they used the bullshit "HHH paid me...lol" angle instead.

If you look at black culture like music or film a lot of it reflects stereotypes of black people. That's the image the majority of black artists put forward and it's what the majority of black audiences want to see in black media. WWE can't book black wrestlers with gimmicks that embrace black culture or else white people will call them racist. New Day were supposed to be a joke about black churches but white audiences booed it. New Day ultimately worked in the long run because of Xavier Woods embracing 90s video game and anime references as well as playing a Jazz instrument, which is all stuff stereotypical of black culture but not as widely acknowledged. If Big E ran with a gimmick parodying fat 90s gangsta rappers black audiences would probably appreciate the reference but white audiences would turn their noses up like "no sir not me I don't like it that's racist". Apollo Crews would be significantly over by now if he wore some traditional African garb and talked about how he was the ultimate Negus, and blacks would like it but whites would be afraid to like it. When black audiences see stereotypes they tend to think "fuck yeah, black shit. I know people like this and I'm not ashamed of my culture." If R-Truth turned heel and carried a pipe around and literally became a pipe-hitting nigga he could have a heel championship reign.
TL;DR, WWE is too afraid to give black wrestlers personalities today.
