I am planning to get a dog in the near future! I live in an apartment and work from home. This will not be my first dog, but It will be my first dog in an apartment building.
I guess I have two concerns:
1. that I will get a very noisy dog that upsets the other tenants in my building
2. that I will get a dog that is upset by living in a major city with lots of people.
Does anybody have any advice on where to start and what to look for?

For #1:
Avoid; Beagles, basset hounds, Jack r. terrier, keeshond, maltese, basically most terriers and hounds and toy breeds.
Research on google, top quiet breeds. That's the reason I got a Shiba Inu.
For #2:
You really just need to socialize the dog very well by taking it to those kinds of places OFTEN. Socialize that little shitter from day one as much as possible, then it'll be smooth sailing.
I'd recommend getting a lab as they are very friendly, or a goldie.
I wouldn't recommend any bully breed, as I believe they are meant for more expert owners at this time because it's easy to slip up with them. All bullys require a very excessive amount of attention, training, exercise, and socialization (especially that last one) in order to become well behaved close to perfect dogs.
Also google high energy dogs, because if you can't exercise them enough, then it's very possible for them to lash out and instead become aggressive.

These kennel club sites can also help you learn more about breeds you are interested in and you can pick your ideal.
for example;
An apartment dog would ideally be a smaller breed so it doesn't feel enclosed in a tighter space than a large breed would.
Having a small dog also means less food to feed, so you'd save money.
And also means you don't have to go on hour long runs just to get their appropriate amount of energy.

I was lucky enough to end up with a dog that just plain doesn't bark much, but he was just a babby when I got him, so I just left a note on my door saying, "I got a new puppy and we are working on crate-training. I work from x-to-x but my hours are flexible; if he's making any noise and it's totally unbearable, please call [my number] and I will be home ASAP. Thanks!" I never got any complaints, and when I asked my neighbors about him (and maintenance men in the building, recently), they said he hadn't been a problem and they were glad I put the note on the door in case.

Socialize, socialize, socialize. Exercise, exercise, exercise. Both of these things are things that must be constantly done. A lot of idiots think they can socialize a puppy really well during puppyhood and expect his good manners to carry over into adulthood. As he gets bigger, so does the world. There will never be a point where he will just stop having new experiences, so it's your job to make sure he's at least tolerant of new things.
I want to donate some food and toys to my local animal shelter. I have a budget of 100 dollars. How far can I stretch it? where can I go that might be willing to add extra food and stuff?
Ask your local shelter what they need. Some even accept old clothes or handmade dog beds, but shelters typically have some sort of 'wish list' of things they need the most. Also ask about what they won't accept.

Also, donating the money itself tends to work well, considering they know exactly where to spend it, and tend to get stuff at a discounted price.
In our shelter most usefull donations are by order:
1-Dry Food
2-Food Cans
3-Lesmania Medication
4-Actual money to buy more expensive things that are not obtainable with donations (f.e a clothes washing machine), medicines, vets, mandatory shots, chip and sterilisation of our cats and dogs.
5-Old Clothes and towels and cat beds (dogs love to destroy that stuf whrn playing together, and most cats hate to share)
6-Toys for cats and dogs.
7-Anything is welcome.
Also some vets donate their time and do shots, visits and sterilisations for free. We just pay the material, the oficial paperwork, and the lab tests.
I hope you get some ideas from this list.
Okay so basically I got a kitten about 2weeks ago, she is 7 or 8 weeks old now. (Pic related)
The first day I got her she was quite timid as expected, hiding from me and such so I slowly introduced her to the whole house over the following week. I've been socialising her lots and trying to have friends play and cuddle with her while they're over and she has opened up a lot.
So the problem I've been having is that sometimes she lashes out and starts biting me whilst making 'woofing' noises like a sharp exhale out her mouth.
When she starts behaving like this I put her outside of the room I'm in for 5 or 10mins and when I bring her back in she's completely different and is basically the perfect cat. But maybe 2 hours or so later she starts doing it again.
I give her more than enough food and at times I'll play with her for up to 40mins. So I doubt she is doing it to say 'feed me' or 'lets play'.
I'm wondering if any of you guys have ideas on how I can stop her from biting. She never hurts me and is quite soft when she bites or clings onto me by I'm worried she will get stronger and more aggressive as she matures.

This is playing and it's normal and will decrease in intensity as she matures.
So I'm not an expert, BUT, this is what I used to do with kittens over three months old (cause I feel like anything younger is a little silly to try and teach yet).
When my kitten would bite too hard, I would try to startle him with a sharp 'hey!'. If that didn't work, I would then scruff him-not hard! Just enough to get him to stop what he was doing, then let go. If THAT didn't work, then I would use a squirt bottle (that you always have with you at this stage because kittens are crazy and like to jump on dangerous stoves and woodstoves) and I would either squirt his butt, or around his teeth.
Also, don't squirt inside the mouth or around the nose ever, you could mess him up. Just squirt where his teeth is making contact with you skin.
Any veterinarians here? my cat was diagnosed with pneumonia, stayed two days in the clinic and when I got him back his leg was soft kinda like a inanimate plush doll, I waited 3 days and took him there again asking for a explanation and they told me that due to his lack of oxygen from the pneumonia his leg didn't get enough blood or some shit like that. Does that make any sense or I'm just getting bullshited

my dog died two weeks ago. she was a shihtzu, slightly larger than average and 2 years old.
i remember walking her, everythings fine. about an hour later it started. she threw up and lost bowel control, and then stopped being able to walk. her breathing was rough and her eyes were rolling to the back of her head. i took her to the emergency clinic as fast as i could but by the time i got there she was already half dead. they told me they tried to bring her back 4 times but on the 5th she gave in
they said its most likely posioning. what exactly could it have been? i remember leaving a sleeping pill on my desk the day before, and the next day it was gone. unless i forgot taking it, could that been the cause of her death? or is it too weak? it was just one but prescription. do the symptoms match?

Did it eat anything on the walk? Some "people" will leave poisoned food for animals to eat along sidewalks and such. Could have also been accidental like it ate a poisonous plant

It fucking sucks, but it's no more the person fault who has a leaking car and they don't notice, then the person walking there dog that stops to sniff and take a quick lick before the owner even knows what's going on.
So sorry that happened to you OP. In the future..maybe train the dog that walking on the sidewalk is like a job, and it will have time to sniff and explore when you get to a park. I did this with my pup in town because I don't trust streets for that same reason. All it would take is my dog getting off the sidewalk for a second and licking it up.

He grew up in a barn but he hasn't been outside since I adopted him back in mid-2015. Occasionally I'll hold him, go outside and walk around a little bit, but I won't let him down. I live right next to some busy roads, what happens if he gets squashed by a car?

Play with him more. Distract him with treats until he settles down. Maybe get a cat harness and take him for walks. As annoying as it his is now, wouldn't you feel terrible if he got run over or eaten by coyotes or never came back?
