How the fuck does an in-cabin issue change whether or not the ground crew do maintenance and fuel the aircraft? When you're boarding or sitting on a flight you don't even interact with the ground crew.
It just sounds like a shitty 3rd world airline trying to divert attention away from the actual cause of the incident.
