If I hit someone while he is vulnerable is it instantly death?
A NPC grabbed my character from behind, then put his sword on my neck. He then said that if I moved he would slit and instantly kill me. Is this true?

Depends on system, and on how "muh rules" your GM is. I'm also assuming you don't have armour over your neck.
A shit GM would make your example a regular sword attack doing regular damage. Butthurt players who want to try to grasp at any straw to 'win' in their current situation would also insist it was just a normal sword attack (say, doing 1d8 damage if DnD). Shitlord players will defend this.
Really it ought to be a coup de grace against a helpless opponent. Good players and good GMs would recognize this.

Thanks to the fact that you're playing a superhero, no. This situation resolves more like it would in an action movie rather than real life, and you'd simply be Grappled. If you moved, instead you'd attempt to shake him off of you and the two of you would get into a close-range knife-fight as he stabs at you and you attempt to either break the grapple and escape or gain the upper hand.
And depending on edition and the like, he could attempt to pin you and then dispatch you, but it'd just be a critical hit which rarely is enough to actually one-shot a character with a few levels.

Yeah, I could see it being a critical hit. I just think it's unfair to potentially kill a PC with only two rolls.

Well, relating back to both Geist hype and my original question, I kinda want to adapt some of the Arcanoi as manifestations that didn't make the cut, but the way keys work makes that really labor intensive. Dont get me wrong, I dig the concept, it's just difficult to come up with 10 seperate varieties of keening (called "the wail") or Usury ("the scales") based on each key.

Do you, or do you not think Devoted Remedies is going to be a real deck? Combining off turn 3 pretty easily sounds good to me, literally every time you cast coco you have a chance to go off. Great deck imo

Yeah about the CoCo thing, I used to play Devoted Druid in Elves long ago and it did the same thing people are trying to do with Visier but this combo could win through just enough mana activations within a two card combination with Ezuri pump to continually make Devoted Druid and/or the entire Elf board huge. Couple this with any various number of Elves around and any lords and this was quite feasible.

If it's a government/inter-governmental operation, then the players would either be top-of-their-field secret agents, scientists or spec-ops.
To give more options, some could be criminals who just so happen to be the best person for the job, so they get press-ganged for the team in exchange for freedom or asylum or something.

Back in the 1990s I read a novel about humans finding an ancient alien parking garage on Venus full of single-person spaceships that came pre-loaded with coordinates to a huge amount of locations. Most of these were either empty space or nothing special, but occasionally one would take you to a location where you can find a weird artifact or something.
The mining colony could have dug up something similar, which possibly is the reason for why the colony stopped responding (maybe it didn't like being woken up).
Anyone know the name of the book I described?

So realistically, how many Eldar (including Dark Eldar since they are the same race) are actually around at this point? Because people like to make the statement of them being a dying race, but if they have enough numbers to outright make wars AND can risk putting women on the front line, they can't actually be hurting that badly.

I intend to run a relatively comfy game set in the modern British countryside involving the fair folk. Trying to keep it PG(-13) rated.
I don't know much about the place besides Hot Fuzz and what I've seen in amusing BBC YouTube clips.
The general idea was the faeries/elves trying to come back and reclaim the Isles for themselves. The PCs are gonna be modern druids. Think lad power rangers.
